Ralph Regenvanu, Vanuatu's special envoy, emphasised that these major polluters have caused the crisis but face minimal consequences for its impacts. The session followed a UN General Assembly resolution requesting the ICJ to clarify states' legal obligations in addressing climate change and the potential consequences of inaction. While ICJ advisory opinions are not legally binding, they are expected to influence future climate litigation and international negotiations.
